一、Advance Planning and Preparation 1. Confirmation of cargo information: Confirm the detailed information of the cargo such as dimensions, weight, volume, etc., and whether it is an over-limited, over-width, or over-weight cargo.Understand the nature of the cargo, packaging methods, and required safety measures. 

2. Submit records to the port in advance and wait for approval from the port management department. If the cargo meets the requirements for entering the port, a port entry permit will be obtained.Submit detailed information about the cargo, including dimensions, weight, loading method, etc., so that the port and shipping company can make corresponding preparations. 

3. Formulation of transportation plan: Based on the characteristics of the cargo and the requirements of the port, formulate a detailed transportation plan, including transportation routes, loading and unloading methods, safety measures, etc.Ensure that the transportation plan complies with relevant laws, regulations, and port regulations。

三、Import Procedures and Processes 

1. Declaration and Approval: Submit an application for importing oversize, overwidth, and overweight goods to the port management department, including detailed information about the goods, transportation plans, safety measures, etc.Wait for the approval from the port management department to ensure that the goods meet the import requirements. 2. Payment of Fees: Pay the corresponding fees in accordance with the port regulations, such as port dues, loading and unloading fees, safety supervision fees, etc.

   3. Safety Inspection: Conduct a safety inspection on the goods before import to ensure that they meet the transportation safety requirements.Check whether the packaging of the goods is intact, the fixation is firm, the labels are clear, etc.Arrange the transportation tools to enter the port according to the designated route and time to ensure that the goods can reach the designated location smoothly.

   
   

4.Cargo information declaration: Dangerous goods declarants must complete the dangerous goods declaration and obtain the yellow form (if the goods are dangerous goods). Submit detailed information about the goods, including dimensions, weight, volume, loading method, transportation route, etc., as well as necessary documents and files such as invoices, packing lists, bills of lading, etc.

5. Approval process: Submit an application for the entry of oversize, overwidth, and overweight goods to the Yangshan Port Port Management Department.  The port management department will review the application, including checking whether the dimensions and weight of the goods exceed the port's limits, and whether the transportation plan and safety measures are feasible. Wait for the approval result from the port management department. If the goods meet the requirements for entering the port, a port entry permit will be obtained.

 6. Port entry plan: Determine the time and location for the goods to enter the port according to the arrangement of the port management department.  You can choose either direct port entry or direct loading at the ship's side. Direct port entry accepts the port entry plan one or two days before the ship berths, while direct loading at the ship's side requires the loading time to be given only after the ship berths. However, generally, for special cargo spaces and oversized goods, shipping companies only allow loading by means of direct loading at the ship's side.

1. Comply with laws and regulations: Strictly abide by relevant laws, regulations and port rules throughout the transportation and port entry process to ensure compliance with laws and regulations.

   2. Strengthen safety management: Enhance the safety management of goods to prevent accidents such as leakage and explosion during transportation and loading/unloading.Regularly maintain and inspect transportation tools and loading/unloading equipment to ensure they are in good working condition.

   3. Timely communication and collaboration: Maintain close communication and collaboration with port management departments, shipping companies, transportation companies, etc., to promptly resolve possible problems and difficulties.For over-limit, over-width and over-weight goods entering the port, it is necessary to make advance planning and preparations, select appropriate transportation tools and equipment, follow relevant procedures and processes, and strengthen safety management, communication and collaboration. Only in this way can the safe and smooth entry of goods into the port be ensured, and compliance with relevant laws, regulations and port rules be achieved.
