一、Dangerous Goods Cargo Space Review Process

Submission and Review of Documents
Shippers or freight forwarders are required to provide complete documents: Chinese and English MSDS (Material Safety Data Sheet), dangerous goods packaging certificate (or boiler inspection certificate, limited quantity certificate), booking note (including accurate number of pieces, gross weight, volume, UN number, packaging category, etc.).
Shipping companies focus on reviewing key information in the MSDS, such as UN category, primary and secondary hazards, packaging category (e.g., PGⅠ/Ⅱ/Ⅲ), flash point (for flammable liquids), to ensure that the goods meet transportation requirements.

Preliminary Review
Review of document completeness: After receiving the documents, the shipping company will first check whether the documents are complete. If key documents are missing, it will immediately notify the shipper or freight forwarder to supplement them; otherwise, it cannot proceed to the next review process.
Verification of basic information: Conduct consistency checks on the information in the MSDS, dangerous goods packaging certificate, and booking note to ensure that the description of the goods, UN number, hazard class, and other information are consistent across all documents. At the same time, check whether the format and content of the booking note meet the requirements of the shipping company, such as whether the consignor, consignee, and notify party information are clearly filled in.
Confirmation of UN number and hazard class: Based on the UN number and hazard class, and in accordance with relevant regulations such as the International Maritime Dangerous Goods Code (IMDG Code), a preliminary judgment is made on whether the dangerous goods are within the transportable scope of the shipping company, and whether special transport conditions or restrictions are required.

Detailed Review 

MSDS Content Review: Conduct an in-depth review of various technical information in the MSDS, including but not limited to data such as the physical and chemical properties of dangerous goods, flash point, ignition point, explosion limits, toxicity, and radioactivity. For flammable liquids, focus on whether the flash point meets the safety transportation requirements; for toxic substances, pay attention to their toxicity levels and protective measures, etc., to determine the risk level of the goods during transportation. Packaging Compliance Review: Based on materials such as dangerous goods packaging certificates, review whether the packaging of dangerous goods meets the packaging category requirements specified in the IMDG Code. Check whether the material, specification, strength of the packaging, as well as the marks and labels on the packaging are correct, clear and in line with standards, to ensure that the packaging can effectively protect the goods during transportation and prevent leakage, damage, etc. Special Requirements Check: For certain special dangerous goods, such as radioactive substances and infectious substances, review whether they meet additional special transportation requirements, such as whether they have special transportation permits, whether they need to be equipped with specific monitoring equipment or escorts, etc. Multi-Party Approval Independent reviews by the shipping company's headquarters, transit port, and destination port to confirm the suitability and compliance of the goods for transportation. For example, for battery-related dangerous goods, the UN38.3 certificate needs to be reviewed, and their stowage position on the ship (such as avoiding direct sunlight) should be evaluated. The review cycle is usually 1-3 working days, and some high-risk goods (such as Class 4.2 spontaneous combustion substances) may take longer. Data Accuracy Requirements The booking data must be strictly consistent with the customs declaration data. Modifications may lead to re-review or document amendment fees. For example, shipping companies such as HMM and MSC prohibit modifications to dangerous goods booking data.

二、Principles for the Allocation of Dangerous Goods Cargo Spaces

Isolation Rules (IMDG Code)

According to the classification of the dangerous nature of goods (such as Class 3 flammable liquids, Class 4.3 substances that release flammable gases when in contact with water), allocate the cargo space in accordance with the requirements of the segregation table:

Isolation levels: 1 (keep away), 2 (isolate), 3 (full cabin isolation), 4 (longitudinal full cabin isolation). For details, please refer to the "Dangerous Goods List" and isolation codes in the International Maritime Dangerous Goods Code (for example, SG26 requires horizontal isolation of two container positions). Special requirements: Acids and alkalis (Class 8), oxidizing agents (Class 5.1) and flammable solids (Class 4.1) must be strictly isolated. Some goods also need to avoid contact with heat sources and water sources.。

Ship Structure and Cargo Suitability

Inside the cabin and on the deck: Some high-risk goods (such as Class 4.3 and Class 2.1 flammable gases) are only allowed to be stowed on the deck and need to be kept ventilated; some shipping companies prohibit explosives (Class 1) or radioactive substances (Class 7) from being loaded onto the ship.
Location restrictions: Dangerous goods must not be loaded in the forepeak tank or afterpeak tank, and must maintain a safe distance from living quarters and machinery spaces (for example, separated by isolation tanks or empty liquid tanks).


Container Stowage Specifications

Container slot numbers are marked by Bay, Row, and Tier. Cargo is stowed on even-numbered tiers inside the cabin, and on the deck, they are marked with even-numbered tiers such as 82 and 84. When stowing on the deck, it is necessary to ensure the lateral isolation distance from other dangerous goods (for example, SG26 requires a lateral distance of at least two container slots from Class 3 goods).。

三、Operation Notes

Minimum Charges and LCL Restrictions: LCL (Less than Container Load) for dangerous goods usually has a minimum cubic meter requirement (such as 2-3 cubic meters), and acids and alkalis, Class 4.1 and Class 8 goods, etc., cannot be consolidated.
Dynamic Adjustment: The actual stowage of the ship needs to be dynamically optimized in combination with the secondary hazards of the goods, the ship's stability, and port loading and unloading efficiency to ensure a balance between isolation requirements and ship safety.
Shipping companies ensure transportation safety by strictly reviewing dangerous goods documents, and scientifically allocating cargo space based on the IMDG Code and the ship's cargo suitability certificate, combined with the characteristics of the goods and the ship's structure. Cargo owners or freight forwarders need to plan in advance, provide accurate information, and choose experienced carriers to avoid delays or accidents caused by review or stowage issues.
